Please share what you plan to do to stay active.
(I'm located in Chicago which practically freezes over until March and have no $ for a gym. Therefore, free is the most attractive to me.)

Walking and running still work, with the right gear.
Make an epic snow fort.
Ice skating.

Dumbells and ankle weights at home can provide lots of different exercises for the whole body. I do my lifting continuously with very little rest in between sets, therefore, it raises my heart rate as well.
Body-weight exercises are also good.0 -
I run outside all year 'round and it gets cold here in winter (in my profile pic it was around -30C or so)...there is no bad weather, only inappropriate clothing.
I am not, however crazy/dedicated enough to ride my bike in the snow......
If you can't afford a gym check with your local YMCA, many of them will give significant discounts to those who can truly not afford the regular rates.0 -

I also love fitnessblender.com. They have tons of free workout videos. They have all different types of exercises (strength with weights, strength with bodyweight, cardio, HIIT, yoga, pilates, etc.). Workout videos definitely get me through the winters!

I am also in Chicago. I will walk or run outside until it's about 20F. Get some of those traction cleats that fit over your shoes for when it's icy. They cost under $20.
When it's truly too cold to go outside (which really isn't that many days), I will do exercise videos at home, and sometimes run on the treadmill or use the elliptical at Planet Fitness. A PF membership is only $10/month.
I also do calisthenics and bodyweight resistance training either on a playground or at home with one of those pull-up bars that fits in the doorway. Those cost around $30.
