Can someone please 'splain?

Ok, so over the last 4 months, I've dropped 22lbs, 2 pants sizes (US womens), yay for me, but my hips/waist/thigh measurements have not changed. I get that things are shifting, my butt is sitting a bit higher, but I still do not understand how I am smaller without my measurements changing. I went through a 2+ month plateau where I was losing nothing, then boom 13lbs lost, I thought my measurements would finally move, but they haven't. Has this happened to anyone else?
BTW I've just started seriously doing strength training over the last month or so, 3 days a week, along with 3 days cardio and 1 day yoga/stretching. I try to eat around 1,600 cals a day which is on the low end of my BMR.

You're not losing flesh where you're measuring. Try measuring your hips and other places at several spots. Fat "pads" going away is a bit like icebergs melting sometimes, I think - most of it comes off the edges, though the mass gets smaller when taken as a whole, the dimensions in a particular spot may be "stable" for a long period of time.(but because fat squishes, you fit comfortably in smaller sized garments)0
