Would 5'4, 129 lbs, 30-inch waist, and 36-inch hips be normal?

You would be within the healthy range on weight and waist circumference charts, if that's what you mean by "normal".

Sounds fine to me. What's "normal"?

Sounds fine to me, i'm 5'6, currently 132 lbs, 27-inch waist (I always had an small waist, it used to be 24-inch when I was 120 lbs) and also 36-inch hips :)

It sounds fine to me. Everyone has a different body type. I usually weigh around 127-28 at 5'3". My waist is smaller, but my hips are bigger. :)

I'm 5'4, 142 pounds with a 30.5 inch waist and 40 inch hips. All depends on your body type. Even at 120 my hips never got below 36.
    Celebrate the curves!

I'm 5'4" and 140...My natural waist (above belly button) is 27. At 129 and a 30 inch waist I'd say you're carrying some belly fat. Are you comfortable with your waistline?

I'm 5'3" and 144 and my natural waist is about 30.5" right now. Your weight is healthy, but it does sound like you might carry more fat in your torso than me. I also tend to be bottom heavy and carry a lot of muscle. I think it more depends if you're happy with it.

Make sure you are measuring where you are thinnest look in the mirror. I use to think my waist was where my bellybutton was but it is actually a few inches higher.
