Need help!

My measurements have been fluctuating since I started keeping track, sometimes its only an inch difference every week and it could go up or down... But how is it possible to lose 7 1/2 inches (1 1/2 off neck and 6 off thigh) but gain 8 inches (waist, chest, calf, and hips)??? Is it muscle building, what is going on with this? My weight went down 2 pounds so I figured its not muscle because muscle weighs more then fat so the scale should have gone up or stayed the same? Getting very discouraged. I work out atleast 6 times a week and do both cardio and strength training. Ive cut ALL unhealthy foods and drinks from my diet. Ive been at this for about 5 weeks now.
