Incline running = strength training?

This study from earlier this year looked at the effects of incline running on running economy and as a substitute for resistance training (lower body) to increase muscle power.
This subject comes up occasionally so I thought it might be of interest.

Keep on mind these were well-trained runners. Beginning runners would likely experience modest but measurable increase in leg strength with incline running.
