What are some exercises that will help slim and tone the sides of your upper torso? LIke around your bra strap area?

Can't spot reduce fat unfortunately. Your body will lose fat wherever it wants at the rate it wants.
Just focus on being consistent, tracking accurately, and lifting. It'll fix itself in time. :)

Maybe your bra size is wrong?

As a long retired bra fitter. I wonder if you have the correct fit. The bulges happen when something is too tight or pinched. I have forgotten most of what I learned. Take the three measurement flat to your body with no sagging or pulling and straight across the back, not easy alone. Not all bras in the same size within one make will fit the same, a bit like shoes. Also not all bra fitters know what they are doing, I found this out when I tried a fitting out when I had shoulder mobility issues. The product she offered was the most uncomfortable thing I have ever experienced.

You may find that shapewear can help smooth out lumps and bulges while you're losing weight. Wearing a well fitted bra can also help. Unfortunately, there's no way to spot-tone or spot-reduce fat deposits on the body. As you lose weight, those areas will slowly but surely get better. Lifting weights will help you carry your weight better.

there is no way to spot reduce but lifting weights and doing arm and back exercises can help build the muscle there and make it look better.I had a lot of bra bulge in the back and it wasnt because my bra didnt fit I gained fat back there. its gone now thankfully but lifting weight can help burn fat as well(so can cardio).

You're wearing the wrong size bra. This video shows you how to properly size yourself.

I solved this with about $50- Soma brand bra's. Not the cutest thing ever but it's the only bra to actually stay up on my shoulder and no bulging anywhere. It does an okay job with concealing ' cold days' at the office. It might be a little tight at first, even with the right measurement, but go ahead pull a no-no and sleep in it a few time. Viola! haha
