Daily allowance ???

So my daily allowance is 1,400 ...Im eating a healthy diet and excercising too ...I'm not always using all my allowance ...is this ok ? As I thought to shift the weight ..I needed to create a calorie deficit so...burn more than you eat ? Others have said its not good to be under ur daily allowance as ur body holds onto the fat ??? Help !!!!! So confused ! Thanks
