I've been reading that it takes a deficit of 3,500 to lose a pound. If I'm on a 1,200 per day diet, will I still lose weight without exercising or will I have to burn 3,500 calories is cardio to lose weight?

That depends. How many calories per day does your body need to sustain your lifestyle? That's your total daily energy expenditure (TDEE). It's probably higher than 1200 kcals/day but we can't tell unless you divulge your height, weight, activity level and any medical conditions.
If you eat less than your TDEE, you will lose weight.0
