Does counting steps count?

When I clean and do things around the house or walk around town, I often use a step counter. But I always just figured walking was part of your daily BMR. If I count my steps, should I add them as exercise calories, or no?
Thanks,

It depends on what you have your activity level set at. If you have it set at sedentary..... yes.
Lightly Active, only if it is more than 10,000
Active or higher.... no.0
