WHY is my waist bigger? AK!

I have an hourglass shape and usually lose weight in my waist before anywhere. Today I just took my measurements and my hips are down by 3/4" (YAY!) but my waist has increased by 3/4"!! AK!! Why?! Same tape measure, same person measuring me, same time of day (early morning). I'm confused and frustrated. Has anyone else had this happen to them?

    One time I measured my waist after eating 7 rice cakes and two cups of tea. One inch bigger.

    I've dropped almost two inches off my waist on a longish run. I think three quarters of an inch is probably just "noise" in the system.
