work thighs, not bulk

I have been told to "lengthen" my thighs in dance classes. How can I tone my thighs without causing them to become bulky. I especially want to focus on my inner thighs. I would also like to tone my buttocks while keeping it at a reasonably small size (so squats won't work). Any exercises, tips, or advice?
