Arm toning

Hello!
I managed to lose over 50 pounds and keep a majority of it off even after having a baby. My question is, even though I lost a ton of weight, my arms barely got any smaller. For example, I lost over 7 inches in my waist and I lost maybe an inch off my arms. I ran, did toning exercises everything I could think of. I am super self conscious about them as they don't look proportionate to my body, especially when I was at my thinnest. I know they say over all fatloss is the key to losing arm flab, but that obviously didn't work for me! Any tips or advice on how to tone them up?
