How can I reduce my body fat?

I'm by no means fat, but I have some stubborn fat which I want to lose, mainly on my stomach and thighs. I'm 5'5 and weigh about 118lbs, so is describe myself as being skinny fat.
I'm just wondering what the best methods are for reducing my body fat percentage. I eat quite well, normally a poached egg on rye bread for breakfast, rice and chicken for lunch, and vegetables and some meat for my tea. I exercise a lot too, mainly cardio though although I am doing some circuit training which involves some weight training.
Help a desperate 23yr old please!!

Strength training. Lift heavy and eat more protein.0

You'll have to get serious about weight training. But at 5'5 and 118 I suspect you are already on the low-end of your healthy weight range, so if you do tone up and add a little muscle you should expect to gain a few lbs. Don't let that scare you, its all compact and looks way better than soft tissue.0

Look up eat to perform and do some reading there. It's going to involve lifting hard and eating to support that.0
