My Home/Goals/Change Goals/Custom, help please

Fitness goals make NO difference, so WHY would I work out? Furthermore, this makes no sense at all, is this part of the website broken, or am I misunderstanding how it works?
Here are two image screenshots of my settings in My Home/Goals/Change Goals/Custom. The first one is my diet goals, with an exercise goal of exercising 4 times a week for 20 minutes at a time to burn 600 calories per week with exercise (I believe/assume that a reasonable 20 minute workout can burn 150 extra calories).
The next image is the exact same fitness goals, but choosing to do NO exercise at all:
What I am bothered by is that it DOESN'T MATTER if I exercise AT ALL or not, I'm still projected to lose 0.7 lbs per week. Now, MAYBE that's such a low calorie diet that the threshold for survival is being so undermet that I'm basically starving myself to death (or would be, if I actually required the 1560 calories a day that normal people require - which, btw, I'd love to be able to change), and 0.7 lbs is the highest possible rate at which humans can lose weight per week. But Really, exercise DOESN'T MATTER?
GREAT NEWS FOR ME. But I am questioning if your website is actually functional. And in case you are curious, I have metabolic syndrome caused by a medication I used to take, thus my really low low calorie diet/goals. Opinions?
I just don't see why I'd bother to exercise, or for that matter, why anyone would, when it makes NO DIFFERENCE in weight loss (according to your website).

Also:
So my goal shows as red 0's when I get it right? When you're right on your target, you're still in the red? Is there a green 0, or does green start at 1 meaning you did one over whatever it was in your goals, be it a thing you were trying to get less of or a thing you were trying to get more of? Math confuses me. Red just means that it's a negative number here on this site, and green just means it's a positive number? And 0 is red because no-one thought to make it a neutral gray?0 -
I believe it is red 0 because you have no more to go on. 1 is green, 0 is red, -1 is red. For me it makes sense. It is kind of a warning "stop, you've used it all now!"0

Might just be rounding - a red -0.3 shown as a red 0. The exercise goals is to allow you to track exercise against goals, nothing more.0
