I know they don't do as much as a vest would, but is one better than the other?

Wrist and ankle weights are hard on the joints/tendons and should not be used for aerobic exercise.

Also, they'll only add a couple of kilos to your bodyweight so the extra burn will be minimal. If you want to add weight then put on a backpack with a sandbag or something in. But it's not necessary - just walk a bit fast if you want a bigger burn.

I agree with the other posters: I wouldn't use them for walking but I personally have a variety of ankle weights and I use them for floor leg exercises all the time. They work great for that!

Don't walk or run in ankle weights.

I neve thought about putting them in the backpack! Sometimes I'm not the sharpest knife in the drawer.

I wouldn't suggest adding weight while walking/running unless you're specifically training to be carrying weight while you're walking/running. Potential for injury is just too high for my tastes.
