are squats effective enough to get toned hips ?

I started doing a 31 day challenge and i hope that will help me to lose at least an inch

You need to eat at a caloric deficit to lose fat on the hips. Squat "challenges" only help with endurance.
What exactly are your goals? Toned hips aren't really a thing...per say.0 -
If my hips could talk, they'd probably lie.

Good for you! Strong leg muscles help prevent knee injuries. But, I agree with arditarose that you have to lose weight to make you lose an inch on your hips.0

A calorie deficit will do that, not squats0 -
Yup to calorie defecit
But squats do help you drop it like its hot0
