I feel incredibly guilty for eating the calories that I do. My goal is 1200 but I workout which gives me extra 299 calories and I use that and eat just over 1300 so i still have some calories remaining but I feel so guilty. Is this normal? I'm 47kilos and I'm trying to get to 45kg

no it's not normal. Having a guilt-based relationship with food is not normal. I hope someone comes along with tips for you because I unfortunately don't have any, other than a flippant "Seek professional help" which I'm not all that certain this needs at this stage.0
