What exercises could she do?

So my friend wants to start exercising, but she's got a neck muscle injury (that she's had for 3 yr. now), and a knee muscle injury (for about 2 yr. now). Both injurys were diagnosed by the doctor, and the doc says that her knee injury is due to bad tracking (and that the muscles of the outter thigh are so much stronger than the inner thigh that they're pulling the knee muscles outward and causing them to track wrong.) And if she walks too much, her knees start hurting and she has to rest. What exercises could she do to strengthen her inner thighs, and what kind of Cardio could she do that wouldn't increase the damage to her knees or her neck?

    I would start by getting an appointment with a physical therapist. I had the same problme with the muscles being stronger on the outer thigh than the inner thigh a number of years ago after an injury. The therapist was able to apply electrodes to stimulate certain muscles which showed exactly which muscles I should be working on to get the balance back.

    If I remember right, one of them was to hold a (mdicine?) ball between my knees and raise my ankles straight out in front of me. I can't remember if she had me put weights on my ankles as well, but even without, it is a good starting point.

    Tai Chi may help as well as it is all about balance.
