Question on heart rate for maximum fat burn

I noticed during my last few workouts, but specifically today, that I maintain my heart rate around 140, and then upwards of 160 during high intensity/high resistance. Today, I specifically chose a fat burning program. It kept telling me to reduce my pace to reduce my heart rate to be in the fat burning range, however, if I slowed enough to keep my heart rate where the machine suggested(120), the machine went into pause mode from going so slow. So all of that is background to the question of….what is better for maximum fat burn/health benefits? High Heart Rate with moments of higher intensity/resistance or a steady slower heart rate which means I slow the pace dramatically?

The 'fat burning zone' thing is pretty much: you supposedly burn a greater percentage of fat at the lower heart rate, however at the higher intensities you still burn more overall calories and fat.0

It doesn't matter if you are burning greater fat or glycogen at any given moment. What matters is overall calories in versus the amount of calories your body needs for the day.0
