burning fat first 15min of cardio

Is it true you don't burn fat the first 15 to 20 minutes you do cardio(unless on a empty stomach), therefore one should do some lifting first to get heart rate up? Because sometimes I just want to do cardio but don't bc I'm annoyed I won't be burning fat for 20 minutes of my workout.
