I'm not losing weight from my upper body

(53 year old man)

I've lost 14 pounds so far and I'm able to wear smaller size pants. But my belly, chest, arms, face and neck seem to be just as flabby as ever.

Is there any way to "steer" where my body loses weight?

I don't do a ton of exercise. Mostly walking (but a LOT of walking) and some bicycling.

    You cannot spot reduce/tone, so no. Overall fat loss is the key, and fat will leave where and when it chooses to. You seem to not have a lot left to lose, so perhaps consider incorporating weights into your routine.

    Yes, I've been considering basic weights, lifting, etc. But I do have a ways to go. What you saw in my profile is my "Phase 1" goal. Once I reach that, I'm going to decide on Phase 2.

    so walking is working-weight loss is happening from legs
    What about some rowing to strengthen arms?

    We can't pick and choose where it comes from.

    Just keep losing and it will eventually disappear from where you want it to.
