Where do I go from here?

A little background: I am a 26 year old female, 5'5' and have always been "average." when it comes to my body. I have had 3 kids in the past 4 years so my body has been through a lot. My normal weight has usually been at 130-135lbs when not pregnant. I gained normal weight during my 3 pregnancies (around 35lbs each) and went back to my normal in between. I had my last baby 4 months ago. In December I was stuck at 145lbs. I found MYP and decided to give calorie counting on a deficit a try. I am breastfeeding so I didn't want it to interfere and experimented. I usually stay around 1300-1500 calories and it hasn't affected my milk supply (I have a very chubby baby to prove it!) and Ive been losing weight. I am now 125lbs which I haven't been since my teens.
Well my body looks totally different obviously since Ive had 3 kids. I still have a lot of fat on my body (very jiggly, love handles, belly pooch, big thighs etc.) I've just finished Jillian Michaels 30 day shred. I haven't noticed much change when it comes to muscles.
Can I gain muscle while on a deficit to lose fat?
Ive heard you have to eat at a surplus to build muscle so will I go nowhere if I start lifting weights while cutting fat. Ive never been lower than 125lbs so I don't know how low to go to get rid of the extra fat.
My husband has built an awesome home gym (he lifts) and I am eager to get started.
I don't have a goal weight at this point, just want to be strong and fit with a low body fat.
