If by toning you mean losing fat while maintaining muscle you have, then log your calories and eat slightly less then you burn daily while doing resistance training.

If by toning you really mean build muscle, then eat at a surplus and use a lifting program that is designed for hypertrophy that incorporates exercises that develops your glutes such as conventional deads, back squats, glute bridges etc....

If by toning you mean the word that was used primarily in the 80's to market selling VHS tapes then forget the word.

If you want a lifting program, look up Strong Curves by Bret Contreras. He has a website and you can get the program sheets from there in pdf form.

I saw a toned bum once, he was pushing a train of three carts.

    Would that be a caravan?

deadlift, lunges, squats, squat jacks, donkey kicks, and frogs are all great for leg toning. Youtube has tons of new ideas that can be done almost anywhere.

This. And your food intake/calories will be based on your goals as well. Need to lose fat? Eat at a slight deficit. Happy with your body fat%? Bulk it up, or try a recomp.
