Would keeping my heart rate elevated for an extended period of time....say 8 hrs, good for speeding up metabolism or weight loss

Well to keep your heart rate elevated, you would have exert yourself (I'm assuming you don't mean you will take meth or something for 8 hours). Will it help with weight loss? Sure, but calories are the most important part. Speed up metabolism? No.

My first thought is how would you keep your heart rate elevated for that many hours?

I'm also super curious as to your game plan here.

If only your heart rate is elevated, then no. Your heart burns some calories, but it is a relatively small muscle. If you are active enough that your heart has to beat faster to get oxygen to your body, then yes, your metabolism will be elevated.

That'll be the next big fad: 8-hour epi drips to speed up metabolism for weight loss.

Exercise is one thing, but making yourself tachycardic for an extended period of time will make you feel horrible. Ask anyone who has ever had a chemical stress test.
