showing same calories every time I change my goals in MFP it says 1200 calories. I change my age, weight, goals and it says 1200 again and I'm guessing this cannot be accurate. How can I get a true estimate of how many calories I am allowed every day?

What do you have weekly loss goal set to? .5, 1, or 2 lbs a week?

Are you doing it on your phone? If so, try resetting your goals on the website and see what happens. They were having an issue with a particular mobile phone operating system (pretty sure it was the latest iOS, but not sure) recently that was causing the app to set daily calorie goals way below 1200 -- maybe in trying to fix it they've got a new glitch? Anyway, the advice they were offering for that problem was to use the website to adjust your goals.

That's the reason you are getting the minimum amount of calories a day. 1kg a week is too aggressive when you don't have much to lose.

1200 is the floor ..if you have a low TDEE and not much to lose then it will not change much

With 18 pounds to lose you should go for no more than a pound (.5 kg) a week, and even that will slow down.
