Why am I seeing no change?

Hi

I'm 47kg (103 pounds). I'm trying to lose 2 kilos of fat and gain muscle definition. I have been doing this for almost three months now and I see no change. My diet is generally good. I eat lots of oats, tofu, lentils etc. I try to keep under my calorie target (1200 calories), sometimes I go over but that mostly because I have earned it through my workout.
My workout routine is 40mins cardio 4 times a week. Nike fitness get toned advanced 3 times a week and on the rest of the days just 15min of target areas. I use 2-3kg dumbells for my workouts.

What am I doing wrong?

    That and you should lift heavier.
