TDEE and Daily Calories

Okay, I know there are hundreds of posts on this subject, and I red a lot of them. 
I found many TDEE calculators online, and often came up with very different totals. After finding a few that said very similar numbers, I came up with the fact that my TDEE is 1690. So to lose weight, I subtract 20% or 338 cal. Therefore I should be eating 1352 calories a day, correct?
I currently have my daily limit set at 1200 cal/day. I'm losing, but sporatcially. I'm hesitant to raise to 1352, as it's always been drilled into us that the lower the calories, the more weight lost. I'm trying to get over this way of thinking, but it's hard.
Also, I don't eat back my exercise calories, for the same reason.
Thoughts? Suggestions? Anything?
