the dietician told me my bmi is perfect 21.7(68kg x 177cm high and my body fat is around 17% (waist:80 hips:95 forearm:25 wrist:17 neck:32) (CENTIMETERS)
will being on a diet made by a dietician + doing watergym + doing crunches + taking rest days flatten my stomach in a few years?

Eating at a caloric deficit will flatten your stomach.0

Don't eat a calorific deficit when you're a healthy weight! You don't want to lose weight, you want to tone up your muscles by doing the water gym and crunches, and maybe try some other stomach-working exercises (thousands of ideas on Google and on here) and by ensuring your diet doesn't contain foods that will cause you to feel bloated. Cruciferous vegetables like broccoli and kale will cause you to bloat but they're also really good for you, so don't cut them out altogether. The same goes for many legumes, dairy products, and high-sodium foods.0

First of all, BMI is probably the worlds most useless tool for measuring a persons "healthy weight".
By having a flat stomach I can only assume you mean you want to visibly see your abs, to see your abs you need to lower your BF% - The general rule of thumb for this is ~10% BF but this can depend from person to person. The only way to lower your body fat is to eat at a caloric deficit.
Doing ab work outs strengths your abs and obliques which gives you a nice strong mid section, but ultimately it's your body fat that determines whether you have visible abs or not.
Also, I would recommend you incorporate some kind of weight training program into your regime to give you an all round better looking physique. Good luck.0 -

Define "Tone up your muscles".

17% body fat is quite high for a male who wants visible abs
Eat at maintenance - lift heavy weights using a compound lift programme and give it a huge amount of time to body recomp0 -

Yes - You need to eat at a caloric deficit. Do whatever work out regime you want, but you must eat at caloric deficit.0
