Trying to insult and make it sound like a joke

Ever met anyone who does this? It's the most annoying thing. If you're going to be a jerk be honest about it and don't try to make insults sound like jokes. My boyfriend's brother has a habit of this. The other day my boyfriend and I had just gotten back and his brother was already there and parked in the handicap spot which really bugs me. I came in the house and immediately said something to him about it and he goes "damn you lose 5 pounds and now you got an attitude" to which I replied "I've lost 32 and you are still in the handicap spot". Then just now on facebook I had posted a status about how I had to retire a pair of jeans b/c they are now too big and he commented "I'll lock you in a room with all the best snacks". Needless to say he is big, and does nothing about it. He got on the scale once. screamed "Damn I'm big" claimed the scale is a liar and never got back on. He does it about other things too. He will see my boyfriend and I being mushy feeding each other or something and will make a "joke".
