Will my waist clothing size go up from gaining weight?

I recently started bulking up about 40 days ago, eating 2700 calories a day and working out 4 days a week with my personal trainer.
Before starting this strength training, my weight was 100 lbs (height of 5' 4").
I now average about 108 lbs and I noticed two things just recently:
1. Pairs of my 'small' underwear which were too slightly too big on me now fit me well (and the pairs of underwear which fit well when I weighed 100 lbs are now slightly tight).
2. A good amount of my jeans and skinny pants are fitting too tight.
My waist size has been a 28 for clothing--assuming that I continue to bulk up, will I eventually need to go up in waist size for buying clothing, like a 29 or 30? Will I be able to decrease my waist size but maintain my gained weight/muscle as well?

As you gain weight, you will gain fat as well. For men, the waist is one of the first places that weight goes. The good news is that if you cut afterwards, the waist is also one of the first places that the weight leaves from.
I'm currently 15lbs heavier than I was a year and a half ago, but for the most part, I still wear the same pants, even if they are tighter. However, I actually went through all of my jeans today and got rid of 4 pairs because they were too tight. Two pair were too tight around waist, but other two were too tight around the butt.
The ones tight around the waist I could probably keep, since I will lose some of that belly fat once I begin cutting and dropping body fat. But, I doubt my butt is gonna shrink (glutes are growing), so those are a definite go.

There is no way to gain only muscles. You gain also fat. That's why people do bulking/cutting cycles.I0

Good job OP.
Keep checking that you're gaining a pound a week from now on.
There will come a time when you stall and have to up your calories to keep gaining.
Take photos and measurements.

Your asking a lot of questions that only time and you can really answer. You need to know your goals and then work from there. Yes, you will likely have to go up in size on your clothing because you are going to gain size and you sound like you are wearing tight fitting clothing so even if you were going to gain 100% muscle you would still find those skinny jeans tight.
You should think about your target in terms of both weight and BF% and think about the long-term with respect to bulking and cutting cycles to get you to your ultimate goal.

From the questions you ask it appears that your brain is not getting adequate oxygen or calories. You might need to adjust your diet as well as your clothing.-1
