Cardio/ Lifting

I heard that when you are trying to build more muscle it is best to do minimal cardio and more lifting. Also I heard that in order to build muscle you must rest after lifting in order for your muscle to replenish and grow. Currently I lift MON, WED, FRI and do cardio TUE,THURS,SAT. with Sunday's being my rest day. Is this a good routine or should it be changed up?
(I am not really interested in losing weight, I want to lose some body fat and gain a lot more muscle on lower half of my body and just tone the abs and arms.)

    Sounds reasonable as a schedule (I always recommend doing cardio on different days from lifting if you can manage it, which you’ve done). What lifting program are you using?

    I loved Lee Labrada's 12 week transformation program for lifting and cardio balance. Its on Bodybuilding.com. I personally would add anouther day of Weights and keep your cardio to 3 days a week, just do one of your cardio sessions post lift. I would also do some research on HIIT Cardio. Very effective.

    Thanks guys!! ... I'm doing "Strong Curves" workout guide which consists of leg and butt exercises using weights + lifting and I'm also doing a 12 week "Bikini Body Guide" that focuses more on full body + core circuits
