Here's the thing: This is clearly not a reasonable individual that you are dealing with. He think that his behavior is perfectly acceptable. You need to realize this. Don't treat him like he is reasonable, do not try to reason with him. It won't work. Let him know in no uncertain terms that you are done and that you wish no contact. If that doesn't work, call the police and file a restraining order.0

do not respond to anything he says or does, at all. it's like a reward for his crazy behaviour.
i know this might be hard, but tell your mom about the money, so he doesn't have anything over you. just deal with it. tell her not to respond to him under any circumstances. and you do the same.
no, he can't make you pay interest. if $25 is all you can afford, just keep paying it, consistently. don't let him boomerang-guilt/manipulate you.

If your parents can help you out (I'm not sure how old you are? But since he thought of involving your mother, it sounds like you're on the younger side?), maybe you could offer to do chores around the house in addtion to paying your mom back? Since you're paying him in small increments, I'm sure your parents would be willing to do the same. If your mom can't afford it, maybe you could talk to other family about mini-loans in which you could also pay back (and help them out aournd the house/work when needed?).
Babysit, return bottles, tutor, etc. Anything* is better than being stuck in this current situation (including chores... let's be honest!). *Please don't sell drugs, or anything else (if you catch my drift) on the streets. THAT is not the answer...

You need to distance yourself with this guy. He is not normal. You also need to stop any sort of control he has over you, and you need to pay him back NOW. It's not safe for you or your kid to owe this guy money and have any connection to him. Ideas for paying him back immediately:
Find a friend or a relative to pay because they won't be crazy about payments, stop your internet bill for several months and only use the internet at work or on your phone, get a dumb phone if you have a smart one (cheaper plans), sell your car and buy a cheaper one, sign up for a paid study (no really, these are cool, I earned several hundred dollars letting someone study what I ate for two weeks,) take on another job, plasma donating is good, shop at thrift stores, etc. I'm a poor college student, and know if you desperately need that kind of cash ($2000 and under), there are almost always ways.0 -
