Muscle changing measurements over years?

So yes! I know lifting and adding muscle with very much change up how the body loses and keeps inches.
I had been lifting heavy for 2 years and the last 9 months I had to quit lifting and almost all working out due to being broke. Also had a few very "lean" months as far as eating goes. But the last three months I have been doing a lot of cardio and have noticed that some of those inches arent moving like they used to. Losing a good few from my waist but the hips seem to be hovering around a certain inch. Maybe its my diet. (Before years ago to drop weight I starved myself on not a very healthy diet and two hours of cardio a day) Just getting a little frustrated I would one day like to be able to wear jeans again.
