Skinny fat !!!

ive been going to the gym and watching my diet inconsistently for the last few months. Ive noticed some strength gains but my body still looks more or less the same when i started.

Im now more concerned about my stubborn belly fat, rather than my muscle gains.

I am skinny and tall, so do i cut (which will probably result in my losing all my muscles/strength which i just gained) or do i bulk (get fatter but most probably result in me becoming stronger over time)

Im having this dilemma guys, any advise would be appreciated. Some info about me below:

Male
192cm / 6ft3
74kg / 163 pounds
I do resistance training 4x per a week for an hour
Mon: CHEST and TRICEP
Tues: BACK and BICEP
Thur: LEGS and ABS
Sun: SHOULDERS and TRAPS

    At 6'3" and 163 lbs, you sound awfully light to me.
    I'm 5'10, and 170 is my fit weight. 165 is too light for me.
    You might want to consider upping your intake a bit to give your body some fuel, so that you can build up.

    Lift weights eat lots of protein and eat slightly above your maintenance.
