Heart Rate Monitor

Does a heart rate monitor measure calories burned over and above what you would have burned if you weren't exercising or does it just measure calories burned? I am wondering if I should deduct 100 or so calories from my workout total because that's what I would have burned if I weren't working out.

I just add in the calories. Implication is that the exercise is "extra" calories, above basal... Doing that, I do better if I meet my target including exercise, than meeting the target without exercise...0
