BMR and TDEE

If I don't exercise for one week like I normally do, and just do light stretching every day, will my BMR have reduced?
If I eat clean, and am definitely under my TDEE, then how come I have a gain of 0.6 pounds in one week? I'm accurate with my counting for sure, and I've been consuming under 1700 without a doubt, so I should be maintaining, but certainly not gaining. To get over this plateau, of sorts, I think lifting is good? Also, should I consume more calories? Hoping to get more responses on this post- thanks!

Edit: I doubt it was water weight, because I've had less sodium that week than I normally do. (zig-zagged sodium intake)

Meh, I'm upping my calories to 1550, instead of 1500, and I'll see how it works.
