What to eat!?

Can anyone help me. I find this calories and macros and protein etc etc extremely confusing. I'm 140lb female at 5 foot 4 inch tall. Have good muscle tone and definition to arm/shoulder/back legs are coming but I cannot for the life of me get a tones middle *sigh*
Iv been eating pretty healthy... I.e. chicken fish eggs veg rice etc etc staying under a 1300 calorie intake per day.. but i don't think it's doing anythin. I work out at the gym 4/5 times a week
help!
Can someone tell me very simply what and how much u should be eating versus training!?

    If you say the definition in your arms, shoulders and legs are coming, doesn't that mean you're doing something? Fat doesn't come off evenly, or in the spots you tell it to.... Give it time and it'll come off.
