I am looking to buy a heart monitor, any suggestions on one you would recommend ?

First you need to state what you intend using it for.
e.g. if swimming waterproof would be handy! If cycling then GPS would be handy.....

I have a MiO Link - optical HR monitor that I wear on my forearm. It gives me more accurate readings than the one that goes around the chest. I had issues with chest strap ones. The Mio will work with your smartphone (Bluetooth) and with a Garmin (ANT+).
I'm a big runner, cyclist and HIIT/Bootcamp classes at the gym. I use my HRM to accurately track my effort and then adjust my training accordingly.

If purpose is for resting HR - index finger and a watch and opposite wrist or neck.
