When I lose weight it tends to come off my arms and face which makes me look older or possibly I'll.

I'd like to reduce the size of my stomach.

The only exercise I do is walking the dog.

I'm sticking to 1500 - 1800 calories a day.

My current weight is 203 lbs

I'm looking to get down to 185 lbs this year, that's the top end on my BMI.

Should I do weight training or some other sort of exercise to recuse the fat on other parts of my body or doesn't it work like that.

It doesn't work like that - you can't spot reduce. You just have to lose fat and wait for it to come off the areas you want it to.

Strength training will help you retain muscle though and ultimately make you look better in the long run.

Weight loss comes from the deficit and you will lose where you're going to lose, (we don't get to choose). Strength training helps retain muscle mass while you're losing, so it's definitely beneficial.

It doesn't work like that, but I'll bet your face and arms look just fine. Keep going.

Where your body holds or loses fat is genetic.
Look at your relatives to see how you're likely to be shaped, whatever weight.
You'll have to lose (or gain) overall to change your shape, and that's done by eating at a deficit, exercise, and if you
can, weightlifting. That will help the underlying muscles look great once the fat comes off. (And you'll be strong,
    which is always a bonus.)

Yes, lifting will help your appearance as you lose, even if it doesn't technically spot reduce.
