CONFUSED weight loss V tape measurements

Hi So I'm still losing weight.............Good Times............but..........
Tape measurements are no longer decreasing, my stats are stable. This is frustrating because although I think I look slimmer, my stats are still hinting at quite high body fat and high risk tummy fat based on naval measurements. I've been using the "fattofit "site measuring tools e.g. body fat, tdee, height to waist ratio etc. Although my natural waist has decreased to 29in, the tools ask for naval measurements to indicate ratio which is bigger at 32/33 in depending on the level of bloat. It also considers the waist to hip category falling within a certain ratio as to whether you are healthy, obese, at risk of cardio prob etc.
My problem is I loose proportionately from hips and Natural waist but my tummy has stabilised, meaning even when slimmer (generally), I am still considered an APPLE shape and high risk of bad fat/cardio probs etc.
I can't seem to loose this area, does anyone else find they loose on the scale but NOT measurements?????

I don't think my natural waist will get slimmer as it feels tight to my ribs now, Girls do you measure your natural waist to calculate or around your naval???
