Twisting foot

I seem to slight twist my right foot as I walk or jog. I dont mean like an injury as in twisting an ankle. I twist my heel outwards when lift my leg to take a step. It causes a blister to form on the front of my foot under my big toe.
Has anyone else dealt with this? Is one of my muscles underdeveloped? Can I correct this with certain exercises? Maybe better shoes?

Hi:
My recommendation is: First get a better shoe, visit a good running shoe store and ask for help. The good shoes are not cheap.
Second, if your problem persist. Check with your medical insurance if they cover therapist sessions to correct your gait.
