Healthy snacking - Undermining urge control?

I've never been a dieter. I had always been active enough that I could eat what I liked. Now I'm seeing the psychological side of my obesity and the stress/boredom/food connection. I have the following question: When I give in to my impulses to snack, even when I know I'm not hungry - but I select super-healthy low cal foods (mostly raw veggies), am I undermining myself? I keep within my allowances and I feel like I eat ALL the time. Is the core issue calories/nutrition or is it impulse control?
