Lower Abs, no experience, weakling!

Hello again :)

I lost some weight and I am rather happy with my body, BUT I would love to show some lower abs this summer at the lake (who wouldn't?). BUT here is the problem, I am an absolute weakling and didn't work out for ages (I was a very very good kayak racer back in the day, but not anymore...). Is there a chance to see some nicely shaped results at the lower end of my stomach by let's say end of July? IF I start doing something (lifting weights?) now?
Here is my current situation (no sports, no lifting, walking only):
6 foot 1 inch (185cm), female, 146 pounds (could not be up to date...I don't own a scale atm)...

There is not a ton of fat over the muscles (which are not really "shaped")...but is it possible?

Questions over questions...
Are there some cool tips/tricks to start exercising the lower abs (and the rest of the body as well of course)?
