Quinoa Measurements...Sub for Rice

Hey y'all!
I plan on substituting quinoa in my favorite stuffed peppers recipe in place of rice! I've left out the rice before, and I much prefer it with the filler.
SO .Should I use a 1:1 ratio? (1 cup quinoa to 1 cup rice) or something else? I tried to google it and came up empty handed.

pretty sure 1/4 dry quinoa makes about 1 cup cooked it really puffs up0

I found a recipe that uses 1 cup quinoa to 2 cups water/liquid, makes about 4 cups, so for 1 cup cooked quinoa, 1/4 cup is correct. It's a good idea to rinse the quinoa in a strainer under running water to wash off the coating on the seeds that can be irritating to some people.0

I also use couscous as a substitute. Both are excellent !0
