How??? Tummy and thighs?

I have lost all my weight by exercising twice a day for 3 months and eating 1100 calories a day. But im struggerling to get any weight off my thighs and my tummy is still flabby. I have had two children! I do insanity in the morning and t25 in the evening! I do this 6 days a week. Can anyone help!!!
