what type of cardio or weight routine can I do to flatten that horrible mid section around the belly button area specifically?

Sadly there are no exercises or diets that will specifically target any area. Of course you can do exercises to help build your abs but until you reduce your body fat percentage they will not show. The lower belly is a particularly hard area to work.
So firstly its all about the body fat percentage and that is all down to a calorie deficit.
When your body fat is low enough to let them show you want them to look good so you can do all the basics (a million variations of planks, sit ups and crunches) as well as any other exercise that also engages your abs.
