NO weight loss from my thighs!

So I'm down almost 20lbs (my original goal was approximately 25lbs) and I have noticed NO difference in my thighs. I'm short (4'10" and have a petite frame) and when I gained weight after having my son I gained everywhere, my main problem areas being my lower stomach and thighs, so I thought I would lose everywhere when I eventually started to lose. I haven't had any luck with slimming my upper thighs. I've lost inches everywhere else on my body, including my lower thighs, and I can feel that I've built muscle, but my outer/inner thighs still look so jiggly/bulky. Has anyone else had this problem? What did you do to amp up the progress?
