Is this a fair trade off?

Since I have started lifting heavier, by the time I am done, my energy level has drooped to the point I need a long break before I do cardio. Because of this I do a lot less cardio on days i lift, then on other days. Just making sure I am doing things right. I do not trust the trainers at my gym (plus I do not want to spend the money I do not have).

For me it would depend on what my goals are.

You could do the cardio on alternate days. But yeah, it sounds ok. Most people who lift heavy tend to do little to no cardio and if they do cardio they do it on the days that they don't lift.

To determine if it's a fair trade off need to know your goals in lifting and cardio.

    this...

I run 3x a week, lift 4x a week and walk on all my other days...

I do not run on leg days (learned that lesson the hard way)

And yes on lifting days (leg days) cardio is a walk. I only run on OHP and BP day...

so perhaps you shouldn't be doing hard cardio on certain lifting days....
