Is it possible to gain muscle and lose fat (simultaneously) while eating my TDEE to maintain my weight with the right combo of strength training and maybe a bit of HIIT, or will I have to eat at a surplus while building muscle, and then eat at a small deficit to lose some fat afterwards?

You're talking about body recomposition .. which is possible, but slow and best done at a decent body fat level
hang on there's a decent thread in maintenance - will grab the link
