I'm not sure I understand your question. Are you trying to gain weight? If so, lifting weights will help you build muscle as you gain weight instead of gaining just fat. If you are trying to lose weight, lifting weights helps you keep your muscle so that most the weight lost is fat.

Likewise, I do not understand the question. Seems to me you are asking about two mutually exclusive things.

I think you answered his question. It is a little confusing but I think he is asking the following: Why can't a person eat a surplus of calories and use cardio to gain weight?

Is your goal to just to gain weight, or to put on muscle mass?

That is how I took it. A person doing cardio could potentially gain a little bit of lean mass (mostly in the legs), but a resistance training plan while in a surplus would ensure that the person is gaining muscle and not just fat.

Most people don't want to just gain weight, they want to be aesthetically appealing. Body building (eating at a calorie surplus while lifting heavy) will give you a more muscled physique than just doing cardio and eating at a surplus. Also, doing a lot of cardio will make it harder to gain weight. If your goal is just to gain weight you don't have to exercise at all. If you are running for heart health, by all means continue on, just be sure to eat enough to still be in a surplus. If you're goal is to gain muscle, that is when heavy lifting becomes a must.
